Rewrite Agent Terminal Commands Through Rtk

A Hermes Agent plugin that intercepts terminal calls and rewrites supported commands through RTK, reducing verbose output passed to the model. It fails open, leaving the original command unchanged if rewriting is unavailable or fails.
